TELECOM 

US Congress

The House Subcommittee on Communications and Technology  has scheduled a legislative hearing for Wednesday, April 13, 2016 to consider four bills, including HR 4884, the “Controlling the Unchecked and Reckless Ballooning of Lifeline Act of 2016’’ (or ‘‘CURB Lifeline Act of 2016’’). The bill would: (1) cap the federal Lifeline fund at $1.5 billion per year beginning with calendar year 2017; (2) prohibit the use of Lifeline funds to subsidize mobile devices as of the date of enactment; and (3) prohibit the use of Lifeline funds to subsidize voice-only mobile service two years after enactment.

 

 FCC

          Open Internet Rules

The FCC’s Wireline Competition, Wireless Telecommunications, and Consumer & Governmental Affairs Bureaus released approved broadband disclosure “labels.”  These labels satisfy the consumer-facing disclosures required by the FCC’s Open Internet rules and will operate as a safe harbor format once the enhanced transparency rule requirements take effect.  There are separate labels for fixed and mobile broadband.  To benefit from the safe harbor providers must use the format and terms as they appear in the Attachments to the Public Notice. Canada 

          Broadband Internet Service Coverage in Canada

The Canadian Radio-television and Telecommunications Commission (CRTC) has unveiled a new map that enables Canadians to see where broadband Internet services and the technologies used to provide them are available.

The map has been made available prior to the public hearing on basic telecommunications services scheduled for Monday, April 11, 2016. It shows the availability of broadband Internet services at or above the CRTC’s target speeds of 5 megabits per second (Mbps) for downloads and 1 Mbps for uploads as of end of 2014.
