Regulatory Consulting Services

TMI provides regulatory consulting services to companies operating within the telecommunications and other industries subject to government regulation. Our consultants provide the support needed to help you understand and manage the complexities and nuances of state and federal regulation, intercarrier contracts and compensation issues, cost analysis and competitive pricing, and product market positioning.

When combined with our other services, including compliance reporting, regulatory research and monitoring, and rate monitoring and analysis, TMI's consulting services provide you with all of the tools you need to successfully manage your regulatory operations.

Consultants
Each of TMI's consultants brings a wealth of telecommunications industry experience from a variety of disciplines. TMI's consultants typically have 20+ years of experience in the telecommunications industry, with expertise in a variety of areas, including utility regulation, economic analysis, marketing, costing and pricing. Consultants' individual areas of expertise can be pooled to respond to a client's specific needs and expedite solutions.

Certification Applications and other Regulatory Filings
TMI's consultants prepare and file the applications required for initial certification or registration at the Federal Communications Commission and in every state jurisdiction, for all types of telecommunications providers, including competitive local exchange companies, interexchange resellers or facilities-based carriers, operator service providers, inmate service providers and payphone providers.

Our consultants also prepare applications, petitions, and notices for other activities that require regulatory approval or notification, including asset sales and transfers, stock acquisitions, mergers, and discontinuance of service. Our knowledge of specific state and federal requirements for these types of applications allows us to efficiently prepare the appropriate type of filing for the given circumstances.

Negotiation of Interconnection and Commercial Agreements
A key element of the operations of a competitive local exchange is its relationship with the underlying incumbent local exchange carrier, which is typically memorialized in an interconnection agreement and/or commercial agreement. These contractual agreements define the rates, terms and conditions for interconnection between the two carriers, the purchase of network elements, 911 and directory obligations, and other critical aspects of a CLEC's operations.

TMI consultants can assist CLECs in reviewing, comparing, and negotiating or opting into interconnection and/or commercial agreements with incumbent local exchange companies. Our consulting staff has direct experience in negotiating such agreements on behalf of CLECs and in arbitrating agreements before regulatory commissions.

Development and Negotiation of Intercarrier Access Charges
Revenue from interstate and intrastate access charges is an often overlooked but potentially very lucrative component of a CLEC's business. TMI has developed sophisticated tools that allow us to develop access charges that maximize your revenues from this source while maintaining compliance with all federal and state rate caps and other requirements. Our consultants have successfully negotiated client access charges and payments that have been contested by other carriers, resulting in hundreds of thousands of dollars in revenue collection by our clients.

Product and Pricing Development
Much of the work of preparing a tariff has little to do with publishing the final document and more to do with defining and refining services and rates. Using a variety of carefully developed and powerful planning tools, TMI's consultants can assist you with product development and competitive pricing.

Tariff Changes and Web Postings
TMI has developed efficient approaches to preparing, maintaining and archiving tariff revisions and offers a tariff web posting service that meets state and federal regulatory requirements for posting. By relying on TMI's consultants and associates for their tariffing needs, clients enjoy the benefits of a flexible and responsive staff without the associated overhead and training.

Monitoring Regulatory Developments
TMI proactively keeps its clients informed via direct communications between consultants and clients, combined with a variety of concise, detailed publications and services, including rate research and monitoring, rules compendiums, and real-time regulatory monitoring on a state and national level.
